人文社会科学学院成立于1998年10月，是在原社会科学部、外语系和思想品德教研室的基础上组建而成的。学院承担着全校本、硕、博等各个层次的外语和马克思主义基本原理等公共课的教学任务。学院设有社会科学系、英语系、行政管理系、人力资源管理系、旅游管理系、俄语系和中文教研室、日语教研室等八个教学单位。学院还设有黑龙江省哲学社会科学研究基地——农业与农村经济研究基地、东北农业大学人文社会科学与高等农业教育发展研究中心等研究机构。学院现有教职工129人，其中博士生导师1人、硕士生导师21人，教授、副教授38人，教师队伍学历结构、职称结构、学缘结构及年龄结构合理。有24名博士和在读博士生，83人具有硕士学位或正在攻读硕士学位。学院现有马克思主义理论、思想政治教育和英语语言文学三个硕士学位授权点；有人力资源管理、英语语言文学、马克思主义理论三个校级重点学科；有英语、行政管理、人力资源管理、社会工作、旅游管理、俄语等六个本科专业。各专业共有在校本科学生937人。
建院以来，在学校领导的亲切关怀下，全院师生振奋精神，群策群力，各项工作井然有序，成绩斐然。无论是在学科建设、教学改革、科学研究，还是在师资队伍建设和人才培养等方面都有了很大的进步。以学科建设为重点，进一步加强学科建设；以提高教学管理水平为主线，促进教学管理规范化和标准化；继续深化大学英语等教学改革，切实提高教学质量；科研工作喜报频传，论文发表和教材立项稳中有升。
回顾人文社会科学学院的发展史，我们衷心感谢学校各级领导和社会各界人士长期以来的大力支持，我们将继续致力于人文社会科学领域的教学、科研和国内外学术交流活动，进一步发扬“修身、明德、求是、创新”的人文精神，为我校一流农业大学建设做出更大的贡献。
Established in Oct, 1998, the College of Humanities and Social Sciences is actually a combination of three sections: the former Department of Social Sciences, Department of Foreign Languages and Teaching and Research Section of Ideology and Morality. The College offers public courses of foreign languages and Basic Principles of Maxim to the undergraduates, Master and Ph.D. candidates of the whole university. The College now consists of eight teaching sections: the Department of Social Sciences, the English Department, the Department of Administrative Management, the Department of Human Resource Management, the Department of Tourist Management, the Russian Department, Section of Chinese Teaching and Research and Section of Japanese Teaching and Research. There are also several research institutes in the college, such as the Philosophy and Social Science Research Base of Heilongjiang Province-- Agriculture and Rural Economy Research Base and the Research Center of Humanity/Social Sciences and the Development of Higher Agricultural Education of NEAU. The college has a reasonable structure of teachers’ education, titles, origin of Alma Mater and ages. At present, the college has a teaching staff of 129, including one tutor of Doctoral Candidates, 21 tutors of Master Candidates, 38 professors and associate professors; 24 teachers who have received or are pursuing a Doctoral Degree，83 teachers who have received or are pursuing a Master’s Degree. At present, the college offers three Master’s programs in Marxist Theory, Ideological and Political Education and English Language and Literature; three key disciplines at university level: Human Resource Management, English Language and Literature and Marxist Theory; six undergraduate programs: English, Administrative Management, Human Resource Management, Social Work, Tourist Management and Russian. The college has an undergraduate population of 937 enrolled in all the programs.
Since the establishment of the college, with the care of NEAU leaders, all the teachers and students raise their spirits and pool their wisdom and efforts. As a result, everything is in a perfect order and we have achieved great success. We have made great progress in disciplinary construction, teaching reforms, scientific research, teaching stuff construction, and human resource development. The college emphasizes on and has done great work to promote the disciplinary construction and the standardization of teaching management. In order to promote the quality of teaching, the college further deepens the reform of College English teaching. As to scientific research, we have gained great achievements and a steady growth in papers and projects of teaching materials.
When reviewing the history of the College of Humanities and Social Sciences, we shall avail this great opportunity to express our hearted gratitude to all of the university leaders and friends of all social circles for their long-term support.
